Background

Yayasan Hutan Biru (YHB), also known as Blue Forests, was established in Yogyakarta in 2011 as a replacement and successor to the MAP Indonesia programs, which were previously known as Yayasan Akar Rumput Laut (YARL), established in 2001. YHB is a non-profit, non-partisan, independent organization with the primary principle of preserving ecosystems holistically and systematically in coastal areas and river basins to address global concerns about environmental decline through participatory activities.

Blue Forests facilitates the exchange of ideas and information on mangrove conservation, alternative livelihood development, and environmental education. Blue Forests uses a participatory action research approach and problem-solving process based on the “local to global to local” paradigm. This process is known as participatory action research and problem-solving, which is embedded in all programs. To achieve this, Blue Forests has three interrelated goals, including:

  • Get to know the community and the environmental issues and characteristics of the watershed and coastal areas surrounding them, and gain practical experience in social, economic, and ecological research related to these areas.
  • Promote intercultural communication and understanding to foster awareness of the global context, which begins with local environmental issues and the importance of cultural perspectives in selecting effective problem-solving strategies.
  • Take local action to improve the social, economic, and ecological conditions of the watershed and coastal areas, as well as their communities. This can be done in the form of community organizing with an emphasis on gender issues (social strengthening), development of small and medium enterprises based on sustainable use of watershed resources (economic strengthening), rehabilitation of ecological habitats, and development of adaptive and collaborative watershed and coastal management (environmental strengthening).

Blue Forests has implemented several programs to achieve the goals and vision outlined above. These programs are implemented using various approaches, including Ecological Mangrove Rehabilitation (EMR), Coastal Field School (CFS), Environmental Education (EE), policy advocacy, livelihood and business development on the coast and sea, sustainable village development, and several other approaches.

As Blue Forests continues to grow and strengthen its impact, we recognize the need to develop further our internal systems, governance, and long-term sustainability. Blue Forests is now focusing on three strategic pillars to achieve these goals:

  • Strategic Planning: Refining our long-term organizational strategy, strengthening internal governance, and improving operational effectiveness to maximize impact.
  • Institutional Strengthening and Program Sustainability: Enhancing internal capacities, leadership, and program delivery; fostering knowledge exchange and replication of best practices; and piloting innovative community-based approaches.
  • Blue Business for Sustainable Financing: Establishing sustainable financing mechanisms through social enterprises, community-based investment funds, and deforestation-free supply chain initiatives that empower communities and promote long-term resilience.

By focusing on these pillars, Blue Forests aims to strengthen its organizational foundation, expand the reach of its programs, and ensure its continued contribution to Indonesia’s coastal and marine conservation efforts.

Summary

Institutional Development Officer is responsible for coordinating, overseeing, and supporting the implementation of Blue Forests’ strategic program under these three pillars. He/she ensures that all activities and budgets across the program are implemented by the agreed-upon work plans. This position requires close coordination with various departments to strengthen institutional systems, build staff capacity, monitor progress, and enhance organizational sustainability.

Tasks

  • Oversee the implementation of activities across all three strategic pillars by the organizational work plan and budget.
  • Coordinate regular program meetings, involving internal teams.
  • Collaborate with KMEL and Finance team in monitor progress of activities and budget utilization against the annual work plan.
  • Identify gaps or delays in program execution and recommend corrective actions.
  • Support the review and refinement of organizational governance systems and policies to improve effectiveness and accountability.
  • Facilitate risk management and compliance measures related to program implementation.
  • Develop key performance indicators (KPIs) for the institution and ensure they are integrated into the annual work plan and budget.
  • Develop a mechanism for monitoring KPI achievement.
  • Identify capacity building needs and organize training or mentoring programs for internal teams.
  • Support the development of sustainable financing models under the Blue Business pillar, such as social enterprises and community-based financing.
  • Compile internal progress and coordinate the preparation of donor reports.

Deliverables

  • Institutional KPIs containing strategic and operational key performance indicators (governance, programs, human resources, logistics, and finance), in a monitoring matrix or simple dashboard format.
  • KPI achievement reports (semester or annual) with gap analysis and improvement recommendations, as well as analysis from review of organizational governance systems and policies.
  • Annual program implementation reports aligned with the strategic work plan.
  • Staff capacity development plans and training reports.
  • Program implementation obstacle identification report.
  • Sustainable financing model draft.

Competencies

  • Proven experience in overseeing multi-component projects, including budget oversight and team coordination.
  • Strong analytical and problem-solving skills.Excellent written and verbal communication in Indonesian and English.

  • Familiarity with sustainable development, environmental conservation, or social enterprise.
  • Strong interpersonal skills and ability to work across departments and with external partners.
  • Understands the principles of gender equity and social inclusion (GESI).
  • Demonstrates a willingness to learn and grow in environmental management and sustainable development activities.
  • Proficient in standard computer applications (Word, Excel, PowerPoint) and project management support tools (Google Drive, Zoom, etc.).
